Part 135 carriers have fewer regulatory restrictions than commercial airlines and more flexibility as they are not flying the general public.
135 passengers are expected to be more informed on the risks of flying and have the ability to choose a carrier based on their desired level of safety policy & programs. However, this is often not the case for transplant teams who may have little or no oversight of the vetting process of their air carriers.
